Sum it up in a Sentence:
A guy realizes that his high-school "dream girl" is actually an insufferable bitch. They fall in love, despite themselves.
Main Description
Yukino Miyazawa is the most popular, perfect girl in school, being both beautiful and consistently receiving the highest marks in class. No one sees the real her: a crude, lazy girl who is obsessed with her own outwardly "perfect" appearance. Then comes high school, and Soichiro Arima, a hunky dude who's even more perfect and popular than her. Yukino hates his stupid smug face, and relishes in rejecting his advances.
Then Soichiro happens to catch a glimpse of the real Yukino at home, and blackmails her into working with him on a school project. When Soichiro reveals the blackmail to be just an excuse to spend time with her and he once again confesses his love for her, Yukino has to learn to be honest with herself and others about her own feelings.

His and Her is a really cute little series. The characters are all quite enjoyable, and handled well. The "irresponsible protagonist learns about herself" cliche works out well for this series as a nice counterpoint to all the other romances with perfect girls who everyone loves but have constant misfortunes anyway.
Quick note: the anime is much more comedy oriented than the manga, so don't expect the two to be identical.
